Why There Is So Much Confusion and What Drivers Should Do

With recent court orders, state actions, and contract decisions, New Hampshire’s vehicle inspection and emissions testing program is in a state of uncertainty.

Many drivers are asking the same questions.

  • Is inspection enforcement happening or not?

  • Do I still need to worry about emissions testing?

  • What am I supposed to do right now?

  • Here’s what we know and how we recommend approaching it.


Why the situation is unclear

In late January, a federal judge ordered New Hampshire to take steps to continue its vehicle inspection program under the Clean Air Act.


Shortly after, the New Hampshire Executive Council voted not to extend the state’s emissions testing contract, despite warnings from state officials about federal penalties and funding risks.


As a result, enforcement of the inspection program has been temporarily suspended through April 10, while the state assesses legal and practical options.

This has left drivers and inspection stations with limited clarity.


What drivers should understand

Even while enforcement is paused, vehicle safety does not stop mattering.


Brakes, tires, lights, steering, and exhaust issues still affect your safety and the safety of others on the road.


The absence of a sticker or testing requirement does not make a vehicle safer or less safe.

The best thing you can do is focus on whether your vehicle is safe and well maintained.


That approach will still matter regardless of how the inspection program is resolved.

What did not change

Even without inspection stickers, vehicle safety is still the driver’s responsibility. Drivers in New Hampshire can still be cited for unsafe conditions such as:

  • Worn or failing brakes

  • Bald or damaged tires

  • Broken or inoperative lights

  • Exhaust or fuel leaks


In other words, the sticker is going away. Safety is not.


Will repair shops still inspect vehicles?

Yes. Many independent repair shops will continue checking vehicles for safety, even though the state requirement is changing. At Baldassarre Automotive, this is nothing new. Every vehicle that comes through our shop is checked for safety, every time. This is part of our standard service process. It is not optional. It is not a separate line item.


Why some drivers are hearing about new inspection fees

As inspection requirements change, some dealerships and repair facilities are choosing to charge separately for vehicle safety inspections or “health checks,” even when those checks were previously included as part of routine service.


That is a business decision others may make.

It is not how we do business.

We do not charge just to inspect a vehicle for safety.

We do not charge just to explain what we see.

We never have, and we never will.


What a vehicle safety check actually looks at

A proper safety check focuses on the items most likely to affect safety and reliability.


Key Components Checked During Inspection


  • Brakes: Condition and performance of brake pads, rotors, and fluid.

  • Lights: Headlights, brake lights, turn signals, and hazard lights.

  • Steering and Suspension: Stability and control systems.

  • Tires: Tread depth and overall condition.

  • Windshield and Wipers: Visibility and functionality.

  • Exhaust System: Emissions compliance and leaks.

  • Seat Belts: Presence and condition.

  • Horn and Mirrors: Operational safety features.


If something is unsafe, we tell you.

If something is safe now but may need attention later, we tell you that too.


Why safety checks still matter without inspection stickers

Inspection stickers never prevented problems on their own. Regular safety checks do.
